Plea for unity under a common Programme 

Bearing in mind the difficulties experienced by  members of the minority communities in Sri Lanka, without any substantial  or permanent relief for well over half a century, and the consistent opposition from the hardliners to the efforts taken by the right minded leaders to find a reasonable solution acceptable to the minorities, the Tamil United Liberation Front is compelled to take prudent action to change its stand on certain vital matters that formed the very foundation of the TULF. Further more the recent events including the war have increased  the humanitarian concerns of the minorities, which the TULF feels is the responsibility of  the like minded parties and persons, to deal with unitedly The need for joint action arises to expose the sudden surge from various quarters, unbelievably  even from certain individuals who had ruined the country by taking radical positions in the past, within and outside Sri Lanka, now giving recommendations and issuing statements contrary to the real situation prevailing in the country, obviously with certain hidden motives. Realizing the urgent need for unity among all sections of the people to bring back absolute peace and tranquility to the entire country the TULF publicly announces its decision to work on a common minimum programme, with all political parties and individuals who contribute to the views as stated below:- 

1.  To find a solution for the ethnic problem based on the Indian Model, as the only alternative to a Unitary constitution under which the TULF believes  no lasting solution can be found

2.  Take immediate steps to re-settle all displaced persons back in their former places of residence be they Tamils, Muslims, Sinhalese or of any other ethnic group.

3.  Take steps to pay full compensation for the loss of lives and property for all those who are entitled

4.  To settle the merger issue of the North and the East by a referendum based on the Indo-Sri Lanka Agreement.

5.  To work for the immediate handing over of the children wrongfully detained as ex –LTTE combatants, to their parents with conditions, if necessary, to have them educated as they wished. Those who had voluntarily joined the LTTE cadre may be released after a brief vocational training.

6.  To demand from the Government for the withdrawal of arms from all groups, even if armed for self-defense and Govt. Security provided.

7.  To demand from the Government to get the advice and support of the Local people for all development works, without leaving it, entirely  in the hands of those who have no knowledge of the areas and the benefits of the projects.

8.  Entrust the Task of re-settling the IDPs, in the hands of the respective GAs and his staff with instructions to settle them in transit camps in schools in their areas to enable them to repair or make their houses fit for habitation.

9.  To demand a very strong chapter on Fundamental Rights with severe penalties for violations.

10.  The TULF welcomes any further matters found suitable for inclusion in the aforesaid programme.
